Account Operator Cannot add SMTP addresses - what rights needed?
One of our Admin can create users and mailboxes but cannot add SMTP address under the E-mail addresses tab - what rights do I need to give and where?
This is exchange 2003 installed on windows server 2003

There's a weird problem with Exchange 2003 where the
admin needs administrative rights on the Exchange server itself to manage e-mail

Hi,
Please try to add SMTP address with another admin account and check the difference between two accounts.
Have you use Adsi to check the attributes and security option of this user?
Please try to add the SMTP address by Adsi.
1. Open the Adsi and locate the Domain.
2. Expand the folders and select the OU include this user.
3. On the Properties tag, please select proxyAddresses in Attributes option.
4. Click add after you input the SMTP address.
